Small Project Self-Score Card Guidelines

Housing Stock

Given our current housing shortage, HAC supports the creation of new homes. Does the project maintain or increase the number of homes currently on-site?

Density

HAC prefers projects create the maximum number of new homes thatHAC prefers projects create the maximum number of new homes that are feasible. What is the project site's current zoning classification? Does the project meet or exceed the maximum density allowed per the site's zoning? If not, why? are feasible. Bonuses

HAC supports use of density bonus programs in order to maximize the number of new homes projects can create. Is the project team utilizing a Local or State Density Bonus?

Conditional Use

Is the project team requesting any Conditional Use Permits which will result in more homes created on-site?

ADU

HAC supports the creation of Accessory Dwelling Units (ADUs). Does the project propose ADUs?

Parking

HAC prefers projects that minimize the number of parking stalls on-site to encourage transit. Does the project propose car parking on-site?

Alternative Transportation

HAC prefers projects implement TDM measures to ensure residents use alternative forms of transportation in order to minimize vehicle miles traveled (VMTs). How many bicycle parking stalls does the project propose? What is the ratio of bike parking to units? Which public transit lines serve the project within a quarter mile? Within a half mile? What else are you doing to reduce VMTs?

Eviction

Does the project require current tenants to be evicted? If yes, why?

Relocation

If the project requires relocation of current tenants, has the project team provided adequate resources to relocate current residents?

Fee Contribution

HAC considers project impact fees to be a considerable asset to the City. How much does the project contribute in fees to help fund City programs? How much are you paying in fees per unit?

Community Input

HAC expects a project team to make a good-faith outreach effort to the community. Has the project team made a good-faith effort to hear and integrate community feedback? If any project elements have been changed through community input, how?
